lost sight of.
On receipt of the request for the arrest of the
accused the Minister for Foreign Affairs at once
consulted with the Minister of Justice, but the
Imperial Government regrets that they are unable to
agree nowadays to the arrest by order of the Minister
of Justice of criminals cr accused persons who have
taken refuge in Japan in cases where no treaties for
the extradition of criminals exist. The Minister
for Foreign Affairs has, however, in compliance
with Mr. Whitehead's request that the Police might
be instructed to keep a watch upon the movements of
the accused person, already issued the necessary
instructions to the Governor of Kanagawa Prefecture.
